About Climate Action Data 2.0 (CAD2.0)

The CAD2.0 is an open community that seeks to improve the orchestration of climate data to turn data transparency into accountability.

What is the Climate Action Data 2.0 (CAD2.0) community?

The Climate Action Data 2.0 (CAD2.0) community is dedicated to elevating climate accountability through the use of data and digital technology and infrastructure. With a network of over 80 organizations, CAD2.0 focuses its collective expertise in three key areas: data harmonization, digital infrastructure, and policy applications. To advance these areas, we carrying out the following activities:Foster partnerships among leading organizations that specialize in climate data disclosure platforms, while also investigating the role of emerging technologies like blockchain, satellite imagery, and artificial intelligence in climate action analysis.Co-define strategic objectives and milestones with work-stream participants that may include supporting key products or moments within the UNFCCC process, such as the Global Stocktake, Conference of the Parties, and/or efforts led by other organizations.Generate content that present our early findings and developments, tailored for a diverse audience that includes the UN Climate Secretariat, philanthropic donors, industry leaders, academics, and civil society initiatives.By working in unison, we strive to create orchestration for a more accountable and transparent future for global climate action.

The Paris Agreement's bottom-up and decentralized ethos has shifted the approach to climate coordination.

As this orchestration role is getting more and more complex, due to the growing number of actors that want to and need to play a role, it is no longer feasible for a small number of conductors to guide and coordinate all members of the orchestra (both state and non-state actors). Previously, the United Nations Framework Convention on Climate Change, or UNFCCC Secretariat used to coordinate and guide national Parties, but with the advent of the bottom-up and decentralized Paris Agreement ethos, centralized orchestration is no longer feasible. Instead, the CAD 2.0 community envisions a decentralized approach, where digital tools enable multiple actors, both national government and non-state, to coordinate. Such tools, methodologies, and platforms specifically relate to the harmonization and building of open digital infrastructure, which we will explore in-depth on this website.

The Data-Driven EnviroLab (Data-Driven Lab) uses cutting edge data analytics to create solutions to the world’s environmental problems.The research group is an interdisciplinary collaboration of policy experts, data scientists, visual designers, and interactive programmers. The group is led by Dr Angel Hsu and is based at the University of North Carolina.

The Open Earth Foundation is a research and deployment non-profit, using cutting edge digital technologies and multi stakeholder collaborations to advance open source platforms that help increase planetary resilience.We focus on open digital infrastructure by blending: a systems-based approach to Earth-level solutions, emerging technologies (e.g. DLT, AI, IoT) and a radical collaboration ethos.

We are a community of data and analytical experts, dedicated to providing credible climate action information from regions, cities, businesses, investors and civil society.Our mission is to use this information to show how the world is transitioning to climate neutrality and resilience in line with the goals of the Paris Agreement.

The CAD2.0 Declaration

To enhance the credibility of climate action taken by non-state and subnational actors, we jointly developed the CAD2.0 Declaration that commits all members to the following rules and objectives:
  • Support the goals and strategic imperatives of the Marrakech Partnership and the Climate Champions, including the Global Climate Action portal and inputs to the Global Stocktake.
  • Encourage that frameworks, architecture, and data are developed transparently and made publicly available to be open-source, interoperable, and actionable for the public while preserving data privacy.
  • Engage with other subnational and non-state actors to expand our community with an eye towards geographic and cultural inclusivity and diversity as well as commit to working together in support of impactful climate action, both amongst subnationals, non-state actors and as a foundation for broader national policy action.
  • Regularly evaluate stakeholder needs and the existing data landscape to identify gaps in data coverage, quality, and timeliness as well as opportunities to improve collaborative solutions, especially in currently underrepresented regions with a particular focus on the Global South.
  • Develop solutions to the identified actor needs through existing data platforms and by collectively leveraging emerging technologies to improve climate data tracking.
  • Publicly share collective findings and analyses for the broader climate community to inform policy-making and society.
  • Strengthen the human-centric approach with a focus on equity and recognition of core human needs of climate action data platforms and analyses.
  • Commit to active and meaningful collaboration among all community members to achieve verifiable climate progress tracking and interoperability of climate data frameworks and digital systems.
  • Actively engage with a broad range of stakeholders and geographies to evaluate applied methodologies with the goal of eliminating bias in data collection, interpretation, analysis, modeling, and access.

At the Bonn Climate Change Conference's Subsidiary Bodies (SB) meetings, we attended a UNFCCC High-level Champions event, themed "Taking Stock of Progress." During this gathering, we shared updates on our current status and discussed our future objectives in front of a global audience.
